Under the Freedom of Information Act 2014, I am writing to request access to records, datasets, and internal documents used to formulate the assertions, calculations, and conclusions published in the CCPC's "Fuel report" published April 2026. Specifically, I am requesting:

1. Any records, internal memos, or analytical documents containing the detailed mathematical calculations and methodology used to estimate that "wholesale prices drive around 70% or more of retail prices" for home heating oil, and "around 40% or more" for motor fuels.
2. The underlying raw data and benchmark wholesale price datasets (for kerosene, diesel, and petrol) used by the CCPC to calculate the percentage increases cited in the "Recent developments in wholesale and retail fuel prices" section of the report.
3. Internal briefing notes, meeting minutes, or analytical reports detailing exactly how the CCPC concluded that the recent retail price increases "are not indicative of a dysfunctional market in which suppliers have imposed disproportionate retail price increases."

   • the Office of the Chair; and
   • the staff responsible for the CCPC’s taxi-sector research and recommendations.
   For this part, I seek only:

   • final non-confidential factual attachments.

   • the CCPC Chair; or
   • those who approved the press release issued on 19 February 2026.
4. Any final record assessing whether the acquisition of an established regional or local dispatch operator by a multinational platform could affect:
   • consumer choice;
   • competition between dispatch operators;
   • driver commissions or commercial terms;
   • access to corporate and public-sector work;
   • driver dependence on individual platforms;
   • passenger and driver data concentration; or
   • barriers to entry for competing dispatch services.
5. A schedule of all records identified within the scope of this request.

   The CCPC states:
   “Based on the available evidence, Ireland is the only country in Europe with a national rule requiring all new licences for taxis and similar services to be issued exclusively for wheelchair accessible vehicles.”
   Please provide records containing or identifying the evidence, sources, research, legal or regulatory comparisons, country analyses, briefing material, source lists, correspondence or verification material considered or relied upon in making or approving this statement.
   This includes, insofar as records exist:
   • the European countries or jurisdictions examined;
   • the sources used to determine the licensing and vehicle requirements in those jurisdictions;
   • records concerning how the terms “all new licences”, “taxis and similar services”, and “national rule” were interpreted for the purpose of the comparison;
   • records concerning the phrase “based on the available evidence” and what evidence was considered to support that conclusion.
2. Other jurisdictions and accessibility measures
   The CCPC states:
   “Other jurisdictions use system-wide measures, including financial incentives, centralised booking systems and non-discrimination obligations, to support accessibility without making all new drivers buy expensive vehicles.”
   Please provide records identifying the jurisdictions, systems, research or evidence considered or relied upon in support of this statement.
   Please also provide any records considered by the CCPC concerning the effectiveness in practice of these measures for wheelchair users, including records relating to service availability, waiting times, unmet demand, trip refusals, enforcement, compliance or accessibility outcomes.
3. Interim removal of the WAV requirement for hackneys
   The CCPC recommends:
   “As an interim measure, the NTA should remove the wheelchair accessible vehicle requirement for hackneys while wider reform is considered.”
   Please provide records containing analysis, evidence, research, briefing material, stakeholder submissions, modelling, impact assessments, correspondence or recommendations that were considered or relied upon in formulating this specific recommendation.
   This includes any records concerning the potential effect of removing the requirement on:
   • the number or availability of wheelchair accessible vehicles;
   • wheelchair users’ ability to obtain suitable transport;
   • unmet demand or accessibility outcomes;
   • the relationship between hackney licensing and the proposed entry of regulated ride-hailing services.
4. Verification and publication
   Please provide any records created in connection with the drafting, checking, verification, approval or publication of the above statements, including:
   • internal briefing notes;
   • source lists;
   • research summaries;
   • emails or correspondence discussing the evidential basis or accuracy of the claims;
   • comments, amendments or fact-checking records;
   • records identifying sources that were rejected, qualified or considered insufficient.

• the substantive internal assessment/analysis of the CAI rule; (CAI rule here refers to the CAI trainee-transfer policy, specifically the requirement that a trainee obtain their current employer’s written permission before interviewing with another training firm)
• correspondence between the CCPC and CAI concerning that matter; and
• the final internal recommendation, decision or closure record.

Any records identifying concluded national or cross-border enforcement, consumer protection or CPC matters concerning digital, online or mobile games in which the CCPC examined in-game or in-app purchases, microtransactions, virtual currencies, loot boxes or gacha mechanics, direct exhortations to children to buy, misleading countdowns, artificial scarcity, unintended purchases, or obstacles to withdrawal or refunds.
2. Copies of final decisions, directions, enforcement notices, accepted undertakings, settlements, official warnings, court judgments or other final records in the matters identified under point 1, including any existing record of subsequent administrative or judicial review. Case references or links to publicly available records are also sufficient. To reiterate, this request concerns reports, memos, recommendations etc. that came at the conclusion/completion of the above-mentioned work and it does not concern internal emails, drafts, deliberative documents, discussions etc.
3. If the CCPC holds no records within point 1, confirmation that a search of the relevant central register, enforcement database or case-management system identified no concluded matter of that nature.

2.
