Under the Freedom of Information Act 2014, I am writing to request access to records, datasets, and internal documents used to formulate the assertions, calculations, and conclusions published in the CCPC's "Fuel report" published April 2026. Specifically, I am requesting:

  1. Any records, internal memos, or analytical documents containing the detailed mathematical calculations and methodology used to estimate that "wholesale prices drive around 70% or more of retail prices" for home heating oil, and "around 40% or more" for motor fuels.
  2. The underlying raw data and benchmark wholesale price datasets (for kerosene, diesel, and petrol) used by the CCPC to calculate the percentage increases cited in the "Recent developments in wholesale and retail fuel prices" section of the report.
  3. Internal briefing notes, meeting minutes, or analytical reports detailing exactly how the CCPC concluded that the recent retail price increases "are not indicative of a dysfunctional market in which suppliers have imposed disproportionate retail price increases."
