The CCPC is governed by a Chairperson and 3 Commission Members who provide strategic oversight, direction and organisational leadership. They are supported by Senior Directors. Operational delivery is led by 17 Directors, each responsible for specialist areas across competition enforcement, consumer protection, advocacy, legal services and corporate functions.

The Commission

Brian McHugh

Chairperson

Brian McHugh was appointed Chairperson of the CCPC in August 2023, having previously served as a Member of the CCPC Commission since September 2017, overseeing the Competition Enforcement & Mergers, Corporate Services and Communications Divisions. As well as collegiate decision making with other Commission Members on all aspects of the organisation, Brian manages generally the staff, administration and business of the Commission.

Prior to his appointment to the CCPC, Brian spent 15 years in Northern Ireland’s Utility Regulator, the body responsible for both regulating the gas, electricity and water utility industries in Northern Ireland. During his time at the Utility Regulator, Brian was Director of Gas and Director of Finance & Network Assets. Brian holds a BA in Economics from Trinity College, Dublin and an MSc in Energy Economics from the University of Surrey.

Úna Butler

Member of the Commission

Úna Butler is a Member of the CCPC Commission since January 2022. Una currently oversees the CCPC’s Cartels Division, Antitrust Division, Competition Legal Division, Forensic Technology & Data Analytics Division and Market Surveillance Division. She was previously Director of Legal Services & General Counsel at the CCPC from 2014. Prior to that, Úna worked as a legal advisor in the Commission for Communications Regulation (ComReg) and as a lawyer in private practice in Dublin, specialising in EU, competition and regulatory law.

Úna holds a degree in Law/French from Trinity College Dublin, a Masters in European Law from the College of Europe in Bruges and a postgraduate diploma in Economics for Competition Law from King’s College London.

Geoffrey Gray

Member of the Commission

Geoffrey Gray was appointed as a Member of the CCPC Commission in January 2026. He currently oversees Mergers, Research Advocacy and International (RAI), Adjudication and the Chief Strategic Advisor. Prior to this, he was Executive Director at Fingleton, a London-based advisory practice for competition and consumer protection matters where Geoffrey advised on some of the largest international antitrust merger filings, as well as high-profile UK competition and consumer protection inquiries.

Before joining Fingleton, Geoffrey worked for the CCPC in the Competition Enforcement & Mergers Division and the Advocacy Division.

Geoffrey holds a Postgraduate Diploma in Competition Law from King’s College London, an MSc in Economics and a BA Moderatorship in Economics from Trinity College Dublin. He also completed the Strategic Management of Regulatory and Enforcement Agencies (SMREA) program at the Harvard Kennedy School in Boston.

Helen Martin

Member of the Commission (interim)

Helen Martin was appointed as a temporary Member of the CCPC Commission in December 2025 and currently oversees the Data and Digital Regulation, Consumer Protection, Legal Consumer and Corporate Divisions.

Prior to joining the CCPC, Helen was Chief Executive of the Charities Regulator from 2019. She previously held the role of Assistant Parliamentary Counsel at the Office of the Attorney General. Helen also worked as a Senior Associate in the Regulatory and Competition law unit of Mathesons and was an in-house legal and regulatory affairs advisor for a number of international telecommunications companies. Helen holds a Barrister at Law Degree, a Bachelor of Civil Law Degree, an Advanced Diploma in Media Law and Social Media, a Diploma in Judicial Skills and Decision-making, a Postgraduate Diploma in EC Competition, and a Postgraduate Diploma in Business Studies.

Senior Directors

Orla Shevlin

Senior Director of Competition Enforcement:

Orla Shevlin was appointed Senior Director of Competition Enforcement at the Competition and Consumer Protection Commission (CCPC) in December 2025. She oversees the Cartels, Antitrust, Competition Legal, and Forensic Technology and Data Analytics Divisions. Orla previously served in the Cartels Division following her appointment to the CCPC in 2023.

Prior to joining the CCPC, Orla trained and qualified as a solicitor with a top six law firm, specialising in disputes, investigations, and regulatory litigation. She subsequently became a partner in a law firm. Orla holds an LLB in Law and German from Ulster University and an LLM in European and Competition Law from Saarland University.

Directors

Adele O’Sullivan

Director of Market Surveillance

Adele O’Sullivan is Director of Market Surveillance at the CCPC. She is responsible for product safety and accessibility enforcement, overseeing investigations that deliver consumer outcomes at national level. She also has responsibility for the implementation of significant new EU regulatory obligations within the CCPC and contributes to organisational strategy and governance as a member of the senior management team.

Before joining the CCPC, Adele had a 17 year career in the Royal Navy, holding senior leadership, legal and command roles across headquarters and operational settings. She served in UK Strategic Command and NATO and in roles that combined legal, governance and operational policy responsibilities, advising at the highest levels of Defence leadership. Her career included command responsibilities in deployed environments and extensive experience operating in complex, high risk, and highly regulated contexts. Adele is a barrister, called to the Bar of Ireland and the Bar of England & Wales.

Alan Scarlett

Director of Mergers

Alan was appointed Director of Mergers in the CCPC in July 2025, having previously worked as Deputy Director in the Competition Enforecement and Mergers Division, and before that as a Special Advisor to the Chairperson on Economics and Policy.

Prior to working at the CCPC, he worked in a number of regulators and other public sector organisations, including the Department of Transport in Ireland, the Office of Rail and Road in the UK, two UK Government Departments, and the Office of Fair Trading in the UK. Alan is an economist, with a BA in Economics and Maths from Trinity College and an MSc in Economics from the University of Warwick.

Ciara Daly

Director of Competition Adjudication

Ciara Daly was appointed Director of Competition Adjudication in the CCPC in November 2024. She leads the establishment and operation of the CCPC’s competition adjudication function under Ireland’s administrative enforcement regime for competition law, including the development of the policies and procedures necessary to support its effective and independent operation.

Prior to joining the CCPC, Ciara spent 13 years in the Central Bank of Ireland and held a number of senior legal roles. She was previously seconded to the European Central Bank (ECB), where she worked on the establishment of the Single Supervisory Mechanism and the ECB’s Administrative Board of Review. Ciara holds an LLB, BA and an LLM by Research, as well as King’s Inns Diplomas in Corporate, White Collar and Regulatory Crime and in Quasi Judicial Decision Making and is admitted as a solicitor in Ireland.

Craig Whelan

Director of Antitrust

Craig Whelan is Director of Antitrust at the CCPC, having been appointed to the role in June 2025. He oversees the CCPC’s Antitrust Division, which is responsible for competition enforcement in relation to non-cartel conduct, including anticompetitive vertical agreements and abuse of dominance.

Craig joined the CCPC in September 2019 and held a number of positions in the Competition Enforcement and Mergers Division prior to his appointment as Director of Antitrust, working across both the mergers and competition enforcement teams.

Craig holds a BA in Economics and Social Sciences from Trinity College Dublin, a Masters in Public Policy from University College Dublin, and a Postgraduate Diploma in EU Competition Law from King’s College London.

David Meehan

Deputy Director (Currently Acting Director) Cartels

David Meehan is a Deputy Director in the Cartels Division. Since joining the CCPC in 2023, he has overseen the division’s competition enforcement and surveillance functions.

Before his tenure at the CCPC, David spent 18 years with An Garda Síochána, dedicating much of his service to the Garda National Economic Crime Bureau (GNECB) —the State's specialist unit responsible for investigating serious and complex economic crime. David holds an MBA from Dublin Business School, an MSc in Policing, Policy and Leadership from the University of Portsmouth, and a BA in Business Studies from Griffith College Dublin.

Éilis Mernagh

Director of HR

Éilis has been with the organisation as Director of HR since 2023, overseeing a busy HR division that covers all aspects of recruitment, Hr Operations, workforce planning, learning and development, organisational development and employee engagement.

Éilis’s previous experience includes HR management roles in a number of public sector bodies, including the Office of the Government CIO (OGCIO) and Citizens Information Board (CIB), as well as in the private sector. Her most memorable role to date was as HR Manager for an animation studio! Éilis holds a BA in English Literature from University College Dublin, a Masters in HR Management from TU Dublin and an MBA from National College of Ireland.

Emily Barry

Director of Corporate Services

Emily Barry was appointed Director of Corporate Services in January 2019. She has responsibility for overseeing a range of corporate functions including Finance, Administration/Governance, ICT Operations and Digital Solutions.

Prior to her appointment to the CCPC, Emily held roles in the Property Registration Authority, the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation and the Department of the Taoiseach after moving to the public sector from the banking sector. Emily holds a BSc in Information Systems and MSc in Management of Information Systems, both from Trinity College, Dublin and postgraduate qualifications in governance and compliance, data protection and strategic project management.

Giles Buckenham

Director of Legal Consumer and Corporate

Giles Buckenham has been General Counsel at the CCPC since 24 October 2022. As a member of the senior management team and an important adviser to the Commission, Giles leads in the provision of legal advice and services across the CCPC’s consumer, market surveillance, corporate, data and digital functions.

Giles previously worked in the UK Government Legal Service, the Office of Rail and Road, the European Commission and as a barrister in private practice.

Grainne Griffin

Director of Communications, Consumer Information and Financial Education

Grainne Griffin is Director of Communications, Consumer Information and Financial Education, with overall responsibility for the CCPC’s public communications and media engagement, consumer information channels, marketing and outreach activities, and financial education initiatives. She acts as a national media spokesperson, providing advice on consumer rights and personal finance. Later this year, Grainne will stand up the new Financial Education Division, driving the expansion of the CCPC’s financial education remit, and focusing on strengthening financial literacy and wellbeing across Ireland.

Prior to joining the CCPC, Grainne held a number of senior leadership and advocacy roles, serving as a Senior Manager at the Citizens Information Board, overseeing its citizens information services, social policy, advocacy services and ISL services. Grainne holds a Bachelor of Social Science from UCD, and Diplomas in Law and Employment Law from the Institute of Public Administration and the Law Society of Ireland.

Ibrahim Bah

Chief Strategic Advisor

Ibrahim Bah was appointed Chief Strategic Advisor of the CCPC in January 2025. He previously served as Director of Competition Enforcement (June to December2016) and as Director of Competition Enforcement & Mergers from January 2017.

With over 25 years’ experience applying competition law and economics at senior level across Europe, Africa, and Asia, Ibrahim has held roles including Divisional Manager for Mergers at the Competition Commission of South Africa and Technical Advisor to the Malaysian Competition Commission. Ibrahim holds a B.Sc. (Hons) in Economic and Social Studies, a Master of Arts in Economics, and a Postgraduate Diploma in EC Competition Law.

Jessica Egan

Director of Competition Legal

Jessica leads the Competition Legal Division at the CCPC. Jessica advises the organisation on all aspects of criminal and administrative competition enforcement and merger control. She previously served as both Deputy Director and Senior Legal Advisor in the Legal Services Division of the CCPC and during this time she also led the implementation of the ECN+ Directive within the organisation, strengthening the CCPC’s enforcement framework.

Prior to joining the CCPC, Jessica spent five years as a solicitor on the EU, Competition and Procurement team of a leading Dublin law firm. Jessica holds a BCL (Law with Politics) from University College Dublin and an LLM from the University of Cambridge.

Kevin Foley

Director of Consumer Enforcement

Kevin Foley is Director of Consumer Enforcement at the Competition and Consumer Protection Commission where he leads our national consumer enforcement division. He is responsible for setting strategic direction and delivering impactful investigations, compliance activity, and enforcement outcomes in the public interest.

He brings over 30 years of experience and senior leadership from policing in the UK , including leading complex investigations, managing major incidents, and directing large teams in high risk, regulated environments. Prior to joining the CCPC, he served as the UK’s Senior International Police Attaché to Ireland, strengthening cross border cooperation and advising government departments during a period of significant change. He holds a BSc in Policing from Canterbury Christ Church University.

Lisa Flanagan-Donnelly

Director of Consumer Protection

Lisa Flanagan-Donnelly is Director of Consumer Protection with over 10 years’ experience in the enforcement of consumer protection law having joined the CCPC in 2015. Lisa has held a variety of roles including Head of Investigations and Enforcement and Acting Director of Consumer Protection Enforcement working on national enforcement cases and EU cross-border enforcement with the EU Consumer Protection Network.

Prior to joining the CCPC, she previously worked in banking, financial and professional services in both the UK and Ireland with Allied Irish Banks Plc, Daiwa Europe Bank Plc and EY. She specialised in dispute resolution, operational and legal risk management, regulatory and anti-money laundering compliance. Lisa is a graduate of University College Galway, Independent Colleges Dublin and NUI Maynooth. She is a certified mediator, member of the Mediators Institute of Ireland (MII) and affiliate member of the Compliance Institute.

Martin Ryan

Director of Forensic Technology and Data Analytics

Martin Ryan is Director of Forensic Technology and Data Analytics, leading a multidisciplinary team specialising in Digital Forensics, eDiscovery, OSINT, and Data Analytics. He joined the CCPC in 2016 and previously held the role of Senior Analyst in Competition Enforcement. Martin has over 25 years’ experience in the Irish public sector, including roles in criminal investigations with the Revenue Commissioners and financial audit within the Local Government Audit Service. Education.

Martin holds a Master’s degree in Computer Science in Forensic Computing and Cyber Crime Investigations. He is a Fellow of the Association of Chartered Certified Accountants and holds an Advanced Diploma in Corporate, White Collar and Regulatory Crime, as well as a Bachelor of Business Studies (Accounting).

Simon Barry

Director of Research, Advocacy and International

Simon Barry is Director of Research, Advocacy and International at the Competition and Consumer Protection Commission (CCPC), where he leads the CCPC’s research and advocacy work on competition and consumer protection matters and represents the organisation in international fora. He has over 30 years’ professional experience spanning financial services, economic and public policy, consultancy and academia, with significant board-level advisory and governance experience, including board service.

Before joining the CCPC, Simon served for over twelve years as Chief Economist at Ulster Bank, where he provided strategic economic advice and analysis to the bank’s board, senior executives and customers, informing business and market strategy, planning and risk management. He previously served as a board member of Forfás, the Government’s former advisory body on enterprise, trade, science, technology and innovation. Simon holds a Master’s Degree in Economic Science and a Bachelor of Commerce degree from University College Dublin.

Síona Ryan

Director of Digital and Data Regulation

Síona Ryan is the Director of Digital and Data Regulation at the Competition and Consumer Protection Commission. This includes responsibility in Ireland for the Data Act, the Data Governance Act, the Platform to Business Regulation and for online marketplaces under the Digital Services Act. Síona has over two decades of public policy experience operating across Irish, European and international institutions. She has represented Ireland in many fora and is a member of the European Data Innovation Board. She has been instrumental in the development of public policy and evolving legislation in Ireland including in the areas of Competition Law, Company Law and Intellectual Property Law.

Síona holds both an MA in International Relations from Dublin City University, an MA in Law from Technical University Dublin and a BA in Languages from University of Galway.
