CCPC conducts sweep of online platforms to identify potential breaches of the Platform to Business Regulation

Following a notable increase in complaints in 2025, the CCPC has carried out a sweep of 17 online platforms operating in Ireland. The sweep focused on compliance with the Platform to Business (P2B) Regulation. The CCPC is the competent authority in Ireland for the P2B Regulation.

Many Irish businesses rely on online platforms to reach customers – by selling goods through online marketplaces or using platforms to help customers find their businesses online, for example. The P2B Regulation is designed to protect these businesses by ensuring they are treated fairly, transparently and predictably. Based on the concerns raised by those contacting the CCPC, the sweep focused on specific areas. These included:

Transparency

The requirement for platforms to ensure their terms and conditions are clear, accessible, and not misleading. Platforms must give at least 15 days’ notice of any changes to these terms and conditions and cannot apply those changes retrospectively.

Resolution mechanisms

The requirements for platforms to offer internal complaint handling systems and details of independent mediators if internal dispute resolution fails.

These are strong protections aimed at reducing the imbalance of negotiating power between businesses and online platforms and decreasing costs to businesses when asserting their rights under the P2B Regulation.

The CCPC found that approximately 80% of the platforms swept had some element of non-compliance with these requirements at the time of the sweep in late 2025.

In light of this apparent high rate of non-compliance, the CCPC is considering the most appropriate actions to address potential breaches of the law and ensure businesses can exercise their rights. The CCPC has a range of tools to tackle non-compliance, including engagement, compliance notices and prosecution. The focus will be on ensuring platforms are aware of their obligations and the rights of Irish businesses are protected.

EU Regulation 2019/1150 aims to provide a fair, transparent and predictable business environment for businesses who use online platforms to offer their goods or services to consumers.
