CCPC publishes research on consumer experiences of home buying and selling
October 22, 2025
The Competition and Consumer Protection Commission (CCPC) has published a baseline survey on consumer experiences of buying and selling a home. The research was carried out by Ipsos B&A and gathered information on consumers’ experiences of buying and/or selling a property in 2024.
The areas explored included:
- satisfaction with estate agents and solicitors during the conveyancing process,
- when consumers first engaged a solicitor for the purchase and/or sale,
- details of costs and how they were communicated,
- challenges encountered during the conveyancing process.
The survey was undertaken in response to a request in the report of the Housing for All Expert Group on Conveyancing and Probate.
The Housing for All Expert Group reported to Government in July 2024 with a key recommendation to set a national target of eight weeks to complete a conveyancing process. The Group set out a series of recommended changes in support of the achievement of this target.
Among the measures delivered to date is the provision of ‘Your Step by Step Guide to Buying a Home’ and a Best Practice Charter, setting out principles of best practice for solicitors and estate agents in conveyancing processes.
The report recommended a follow-up survey be carried out, following an interval, to measure the success of the actions and recommendations. The survey published today will provide a base line level of data from 2024 from which comparisons can be made in a future survey.
